Poll Results: Graduated Income Tax Amendment
The Graduated Income Tax Amendment is on the November 3, 2020 ballot.
The proposed amendment grants the State authority to impose different income tax rates on different levels of income.
The amendment would remove the portion of the Revenue Article of the Illinois Constitution that is sometimes referred to as the "flat tax," which requires all taxes on income be at the same rate. The amendment does not itself change tax rates. It gives the State the ability to impose higher tax rates on those with higher income levels and lower tax rates on those with middle or lower income levels. As of 2019, 32 of the 50 states have a graduated income tax. If approved, the new rates will begin January 1, 2021.
